When and Where Can You See Jewelry Ice? Parking at Otsu Coast and How to Wait for Dawn in Your Camper

Jewelry Ice is river ice that has flowed down the Tokachi River into the Pacific Ocean and washed up on Otsu Coast at the river mouth. Tumbled by the waves, its edges are worn smooth until it becomes clear, glassy chunks scattered on the sand. Viewing is free, and parking is free too. However, you cannot drive onto the beach itself. This article covers only what could be confirmed through the official information from the Toyokoro Tourism Association (Toyokoro-cho Kanko Kyokai): when to go, where to park, and where to spend the night before (confirmed 2026-09-17).

When Can You See It — Mid-January to Early March, but It Shifts Year to Year

The official Toyokoro Tourism Association website states the appearance period as “mid-January to early March.” Another part of the same site also states “mid-January to late February.” In short, the safest reading is that February is reliably within the window, while the edges before and after shift depending on the year. Because the phenomenon happens in sequence — the Tokachi River freezes, and that ice then flows out to sea — how cold the winter is directly determines the timing.

The Tourism Association publishes a “Jewelry Ice Appearance Forecast (trial version)” and “Daily Otsu Coast Information” on its official website. These can serve as a rough guide when planning your trip, but as the name “trial version” suggests, they are not guaranteed. Because this is a natural phenomenon, there are days when you visit and it simply isn’t there. It’s worth keeping that in mind from the start.

Location and Parking — No Vehicles on the Beach

The location is Otsu, Toyokoro Town, at Otsu Coast where the Tokachi River meets the ocean. As the official site clearly states, you cannot drive vehicles onto the beach itself. Use the free parking areas provided nearby and walk from there. Roadside parking is prohibited because it blocks emergency vehicles, and parking, entering, or crossing private land is also forbidden. Parking spaces are limited, so visitors are asked to park close together to fit more cars.

For campervans, this “park close together” request becomes a real constraint. Because of the vehicle’s length, it can easily end up taking the space of two ordinary cars, so it helps to avoid the busiest hours or choose a spot at the edge of the lot.

A Residential Area Is Right Next Door — Turn Off Your Engine

This is the single most important point about this location. There is a residential neighborhood immediately next to Otsu Coast, where many people live their daily lives. The Tourism Association clearly asks visitors to do the following.

  • Turn off your engine while parked, to prevent noise
  • Open and close car doors quietly
  • Do not shout or make noise at night or in the early morning
  • Do not photograph or peer into nearby homes
  • Take your trash home with you
  • Walk on the sidewalk rather than spreading out across the road

Jewelry Ice is considered most beautiful in the light of dawn. That means the busiest time for visitors coincides with the hours when residents are still asleep. It’s a season and a place where you’ll be tempted to idle the engine for warmth, but doing so here disturbs residents directly. If you plan to wait for dawn inside your vehicle, the only real answer is to bring enough gear to stay warm with the engine off. Colors Change Morning, Midday, and Evening — Which Time to Go

The Tourism Association describes how the ice looks in three different time windows: morning, midday, and evening. In the morning, lit by dawn light and the sunrise glow, the ice turns from yellow to orange to red. At midday, against the clear blue “Tokachi fine weather” sky, the ice’s transparency shows most clearly. In the evening, it takes on yet another set of colors.

To see all of these in a single trip, you would need to visit the coast twice — once at dawn and once in the evening. This is where traveling by vehicle works in your favor: if you set up a base nearby, you can visit once in the morning, rest, and go back again in the evening.

How It Differs from Drift Ice

The Tourism Association draws a clear distinction from drift ice based on color. Drift ice is white, made of large chunks of ice piling up in layers as they push ashore. Jewelry Ice is transparent. The origins differ too — Jewelry Ice is river ice that has flowed out to sea and been polished by waves, so it’s an entirely different phenomenon.

The locations are also far apart. Drift ice appears along the Sea of Okhotsk coast, around Abashiri, Mombetsu, and Shiretoko, while Jewelry Ice appears on the Pacific side, in Tokachi. Rest Areas and Restrooms — Available Only During the Season

During the season, a rest facility called “Jewelry House” opens. It has a rest area, a photo exhibition, and a limited-time local produce stand, and restrooms are available 24 hours a day while the facility is open. Last season it was open from January 11 to March 2, with opening hours of 7:30 a.m. to 3:00 p.m. The 2027 season’s dates have not yet been announced (as of 2026-09-17), so please check with the Tourism Association before you go.

The official site also lists nearby places to shop. Seicomart Toyokoro Yakubamae is about a 20-minute drive from Otsu Coast, open 7:00 a.m. to 8:00 p.m., with an eat-in space. Seicomart Hasegawa Toyokoro is about a 30-minute drive, open 6:00 a.m. to 11:00 p.m. Both have different hours on January 1st than usual. Cocoroco Terrace, a tourist information and local products center, is about a 20-minute drive, open 9:00 a.m. to 5:00 p.m., including weekends and holidays.

In other words, the nearest convenience store is a 20-minute drive away, one way. It’s realistic to stock up on food and drinks before heading toward the Tokachi side of the area.

How to Get There by Car — One Hour from Tokachi Obihiro Airport

Where to Spend the Night Before — Urahoro Is Closest

If you’re aiming for the dawn light, you’ll want to be near Otsu the night before. Ranked by straight-line distance from Otsu Coast (actual driving distance will be longer), the closest options are as follows.

The closest is RV Park HERON Tokachi Urahoro, which opened in June 2026. Safety When Visiting

The Tourism Association highlights two safety points. The first is high waves — beyond just getting wet, there is a risk of being swept away by the waves, so approach while watching the sea carefully. The second is your footing — the ice varies wildly in size and is slippery, making it easy to trip. If you go while it’s still dark, you’ll need a light and shoes with good grip.

Is there a convenience store nearby?

Even the closest one is a 20-minute drive from Otsu Coast. The official site lists two: Seicomart Toyokoro Yakubamae (7:00 a.m.–8:00 p.m., with an eat-in space) and Seicomart Hasegawa Toyokoro (6:00 a.m.–11:00 p.m., 30 minutes by car). Stock up on food and water before you arrive.

Are there restrooms?

Restrooms at “Jewelry House,” the seasonal rest facility, are available 24 hours a day while it’s open. However, the opening dates change every year, so please check with the Tourism Association for the 2027 season’s schedule.
